London Water Treatment carries out chlorination and disinfection of mains, pipework and stored water, Legionella risk assessment, testing and control, and the cleaning, disinfection, repair and replacement of cold water storage tanks. Every job ends with documentation you can hand to a water undertaker, an insurer, an enforcing authority or an incoming tenant.

Do you need a chlorination certificate for a Thames Water connection?
Yes. New or altered mains pipework has to be disinfected, flushed and sampled, and the samples analysed by a UKAS accredited laboratory, before a new connection is approved. The certificate is the evidence that the work was done and that the water passed. Without it, the connection is held up.
New pipework is not sterile. It is cut, jointed and stored in a trench, and picks up soil, dust, swarf and standing water on the way. Chlorination removes that contamination before the pipe is handed over to a public supply, which is why proof is asked for rather than an assurance.
On a typical job we isolate the system, fill and dose it to the required chlorine concentration, hold that concentration for the contact period, check it at outlets around the system, neutralise and flush back to background level, then take samples. Laboratory turnaround usually decides your programme, not the site works, so book before the connection date rather than after it.

- ACOP L8, fourth edition 2013 The HSE Approved Code of Practice on the control of legionella bacteria in water systems. It is not an Act of Parliament, but it has special legal status: if you did not follow it, you have to show you complied in some other way.
- HSG274 Part 2 The HSE technical guidance covering legionella control in hot and cold water systems, which is the part that deals with tanks, cylinders, pipework, temperatures and sampling in ordinary buildings.
- BS 8558 and BS EN 806-4 The design, installation, testing and maintenance of water services inside buildings, including the disinfection of new and altered systems.
- BS 7592 Sampling for Legionella bacteria, which sets out how a sample is taken so the result means something.
- COSHH 2002 and the Health and Safety at Work etc. Act 1974 There is no single Legionella Act. The duty comes from general health and safety law, and it sits with the employer, the self-employed person or whoever is in control of the premises.
